| چکیده | ||
| هدف پژوهش: این پژوهش میکوشد با روش تحلیلی و با بهرهگیری از دادههای اسنادی به بررسی نقش دولت در گذار توسعهای هنگکنگ و چگونگی ایفای نقش سیاستگذاری توسعهای توسط دولت و ویژگیهای چنین دولتی بپردازد و با واکاوی اجزای این دولت بدانیم که چه چیزی باعث شد تا دولت هنگکنگ بتواند ایفا گر نقشی کلیدی در این گذار توسعهای باشد. سوال اصلی تحقیق عبارت است از: نقش دولت در گذار توسعهای هنگکنگ چه بوده است و این دولت دارای چه ویژگیهایی است که توانست گذار توسعهای را راهبری کند؟ روش پژوهش: دادهها به روش تحلیل متن تحلیل شده و مباحث گذار توسعهای و دولت توسعهگرا ادبیات نظری تحقیق حاضر را تشکیل میدهند. یافتهها: یافتههای پژوهش نشان میدهد که توسعه فراتر از رشد اقتصادی بوده و مستلزم تغییرات رادیکال در نظام اجتماعی و صنعتی شدن از طریق نقش و کارکرد منحصر به فرد و ویژه دولتی توسعه خواه است. هنگکنگ نیز با نقش آفرینی ویژه دولت و با استفاده از کلان مولفههایی مانند عدم مداخلهگرایی مثبت، اصل بازار بزرگ - دولت کوچک، ثبات اجرایی و اقتصادی بسیار بالا، دولت تسهیلگر، مداخله ظریف و سنجیده دولت برای اصلاح و تکمیل مکانیزم بازار و نگاه برونگرا موفق به گذار به یک وضعیت نسبتاً توسعه یافته اقتصادی شده است. نتیجهگیری: دولت هنگکنگ بهاین دلیل توانست امر توسعه را راهبری کند که از ویژگیهایی مانند نخبگان توسعه گرای منتخب هیئت نسبتاً جامعی از نخبگان اقتصادی و سیاسی و اداری و تجاری، قدرت دیوانسالاری و توانایی فنی بالا همراه با نظام شایسته سالار بوروکراتیک، استقلال نسبی از طبقات و گروههای اجتماعی و همزمان رابطه ویژه و هدفمند با بخش خصوصی تجاری، مدیریت جامعه مدنی پرتحرک و قوی، مشروعیت عملکردی و توانایی بالا در مدیریت موثر منافع اقتصادی غیردولتی برخوردار بود. | ||
